Clove imagina que sua vida nunca passará da mesma rotina monótona e discreta que sempre viveu. Até que aos dezesseis anos sua mãe decide matricula-la em uma das instituições de ensino mais prestigiadas do país: o Internato Colegial Panem. Lá, na companhia de seus novos amigos e de um dia-a-dia pra lá de não convencional, Clove por acidente descobre segredos decisivos da vida de seu novo colega, Cato, sobrinho-neto da diretora pulso-firme Alma Coin. Clove então decide ajudá-lo em troca de ter suas notas alteradas pelo garoto em sua posição privilegiada, e assim percebe que seus dias de aluna não são exatamente da forma com sua mãe imaginava.

After the unlikely victory of Katniss Everdeen and Peeta Mellark in the last Hunger Games, something seems to have changed forever in Panem. Here and there, disturbances and unrest in the Districts give signs that a revolt is imminent. Katniss and Peeta, representatives of the very poor District 12, not only won the games but ridiculed the government and managed to make everyone – including Peeta himself – believe that they are a passionate couple.
The confusion in Katniss's mind is no less than in the streets. Amid the turmoil, she thinks more and more of her best friend, the young hunter Gale, but is forced to pretend that the romance with Peeta is real. The government, on the other hand, seems especially concerned with the influence of the victorious adolescents – transformed into true national idols – they may have in the population. So there are special plans to keep them under control, even if it means forcing them to fight again.
