Após Maysilee sobreviver aos terríveis eventos do Massacre Quaternário, tenta voltar a sua vida normal no Distrito 12. Porém as coisas não estão favoráveis após a imensurável proeza de Haymitch com o campo de força a Capital se sente ridicularizada e uma nova rebelião suspeita começa a surgir, a Capital quer vingança a única forma de conter é criando um evento pior que o Massacre Quaternário para mandar Maysilee novamente para a arena e força-la a lutar por sua segunda vez.

After the unlikely victory of Katniss Everdeen and Peeta Mellark in the last Hunger Games, something seems to have changed forever in Panem. Here and there, disturbances and unrest in the Districts give signs that a revolt is imminent. Katniss and Peeta, representatives of the very poor District 12, not only won the games but ridiculed the government and managed to make everyone – including Peeta himself – believe that they are a passionate couple.
The confusion in Katniss's mind is no less than in the streets. Amid the turmoil, she thinks more and more of her best friend, the young hunter Gale, but is forced to pretend that the romance with Peeta is real. The government, on the other hand, seems especially concerned with the influence of the victorious adolescents – transformed into true national idols – they may have in the population. So there are special plans to keep them under control, even if it means forcing them to fight again.
