In what was once North America, the Capitol of Panem maintains its hold on its 12 districts by forcing them each to select a boy and a girl, called Tributes, to compete in a nationally televised event called The Hunger Games. Every citizen must watch as the youths fight to the death until only one remains. District 12 Tribute Katniss Everdeen has little to rely on, other than her hunting skills and sharp instincts, in an arena where she must weigh survival against love.

After the unlikely victory of Katniss Everdeen and Peeta Mellark in the last Hunger Games, something seems to have changed forever in Panem. Here and there, disturbances and unrest in the Districts give signs that a revolt is imminent. Katniss and Peeta, representatives of the very poor District 12, not only won the games but ridiculed the government and managed to make everyone – including Peeta himself – believe that they are a passionate couple.
The confusion in Katniss's mind is no less than in the streets. Amid the turmoil, she thinks more and more of her best friend, the young hunter Gale, but is forced to pretend that the romance with Peeta is real. The government, on the other hand, seems especially concerned with the influence of the victorious adolescents – transformed into true national idols – they may have in the population. So there are special plans to keep them under control, even if it means forcing them to fight again.
